Notes:

Chaparral Tire Recycling Project 1/12/11, approximately 3 hours. Attending were Chairman Rardin and Commissioners Flores and Herrell. According to the documents, Herrell called for the meeting.

In a nutshell, this was an appeal by Oswaldo Galarza of Air-NM.com, http://www.air-nm.com/form05Configuration.xml, for Otero County to participate financially, at least, in a tire recycling project. Also being asked to finance roughly 90% of the project are state and federal agencies, i.e. your tax dollars. North American Development Bank http://www.nadbank.org/,EPA U.S.- Mexico Border 2012 Program http://www.epa.gov/usmexicoborder/fora/waste-forum/index.html, Rural Development of U.S.Department of Agriculture http://www.rurdev.usda.gov/Home.html look to be involved.

Also in attendance were Carlos Rincon of EPA; Russell Burton, C.P.A., Albuquerque, who questioned many aspects of the proposal; Michael Scott, Engineer, retained by Commissioner Herrell to do some evaluation of the project; John Brooks, Director of Commercial Lending, New Mexico Finance Authority; Raymond Kapasand (sp?), Regional Economic Development Corp; Mike Espiritu, Otero County Economic Development; Yvette Herrell, State Rep., Dist.51; Mark Turnbell, Environmental Consultant; and others who did not participate or whose names I did not get.
